The High Country Wind Energy Center will be located in southeastern Dodge and western Olmsted County near the border of both counties. The area is characterized by rolling hills and includes the highest elevation in Dodge County. State Highway 30 bisects the project area providing east-west access. The land is mainly owned by local farmers who are supportive of the project.

The site has excellent winds. The project has its own meteorological tower and ongoing wind analysis is being conducted by Romuld Wind Consulting. The proposed site compares with other wind project sites in Southeastern Minnesota and Northern Iowa.
